Can a child under 18 get a Visa debit card?

My daughter has an ATM card through Bank of America. She is insisting many of her friends, under 18, have debit cards with the Visa logo. I have no idea how they have a card with the Visa logo because you must be 18 to have one. I called many different financial institutions & they all say the same thing. Does anyone know how someone under 18 can get one?

Yes. I have bank experience and minors age 16 and up are able to get a Visa debit card as long as their parent/custodian is listed jointly on the account, gives the bank permission to give your daughter a Visa card, and you agree to accept 100% liability if she overdraws the account and incurs fees using the card. I suggest you ask the bank to put a special block on the card that will deny transactions if the funds aren't available. Some banks don't like to do this because they can generate fee income each time a customer overdraws the account.

Alternatively, you can go to Walgreens and buy a Visa Debit/Gift card. It has a set dollar amount and you just throw it away when you're done with it. You can put up to $500 on the card at a time.

Your daughter is correct. I got my first debit card when I was 16. You just need to be a co-signer on the account until she is of legal age. Look for accounts with things like 'totally free checking' and you and your daughter I'm sure can get an account for her easily. And I am 100% Bank of America does it because I have friends that have accounts through them and they are not 18.

Normally no, but if you work at it it is possible, if the store does not send in the debit to you bank right away, and you don't realise you can spend more than you have

Just set up a student PayPal account. No fees, no bullshit. She will receive a MasterCard debit card in the mail. She can use it until there is no money left in her PayPal account, then you can simply transfer funds.
