What are the health risks or threat to life from emissions if you live near a paper and pulp mill?
If there is an accident and chemical containments leak.

They use alot of cholorine dioxide, a bleach which can be dangerous if leaked, and they also use various other chemicals in the pulp process including sodium sulifde and sodium hydroxide, as well as discharge dioxin and organochlorides unless they properly treat their discharge water. Dioxin is VERY dangerous, can cause cancer, birth defects and death in very very small quantities.
