We all know that water is clear and not blue. So why is it when you look at it from the sky or from a picture it always looks blue?

Water is blue. It has nothing to do with the sky. Read the Wikipedia article below for more information.

the sea displays the colour of the sky, yet even on cloudless days the colour of the sea isn't a consistent blue. Phytoplankton, microscopic flowers that floats freely contained in the lighted floor waters, could regulate the colour of the water. whilst an wonderful style of organisms are centred in a close by, the plankton variations the colour of the sea floor. that is spoke of as a "bloom."
