It would be seriously more worth your time to pay for hosting if you are new at things like MySQL, Apache, PHP, ect.... They would have way more bandwidth and storage space for you to use, as well as FTP and mail accounts and your own domain.

If you use Windows... You might be interested in WAMP

Running a website from home is a bad idea for three reasons.

    1. Your upstream bandwidth will be low, so it will be reallly, really, really slow

    2. You may not be allowed to by your ISP because it consumes a lot of bandwidth

    2. Your IP address is probably not static so people will never be able to find your website; even if you can get a static IP address, no DNS entry will point at it.

Do you really intend to pass such an expensive and complicated process? You should know your site would be unavailable whenever your PC is turned off, and you're leaving yourself open to attacks. So I recommend get a reliable company to do that in return for a few dollars.

Take a look at: http://bluehost-service.atspace.com/ I’m sure it would work for you and fulfill all your requirements. They have a really great offer & I have used them for over 3 yrs now, and have never had a single problem with them. Their service is really great and easy to use. If you had any question just email me.

    Download XAMPP from www.apachefriends.org/en/xampp.html

XAMPP has everything you need for a web server:

    - Apache Web Server

    - MySQL

    - PHP and others.

After you set up the server, you can add/remove files from "xampp/htdocs"

find out what's your IP adress and give it to others, or if you want a domain name, just buy one, and link it to you IP.
