Someone name a quarterback who does not have to declare eligibility in this upcoming draft?
Update:
Colt McCoy, Sam Bradford, Tim Tebow, Graham Harrell are all underclassmen. Hence they would have to declare their elegibility.

If you want to get drafted, all qb's have to declare eligibility, even if they are graduating from college. Once you declare your eligibility, you cannot speak to an agent untill after your final game, whenever that is!
