Cover letter help? (to send to agencies, not casting directors)?

so i have my resume and headshots and ive been acting for awhile but i want an agent. I'm in the middle of writing my cover letters. ive been told to keep it short and sweet as to not waste their time. does anyone have any other tips? also, my friend who is already with an agency, was helping me out and giving good agencies to send mail to, but now i'm seeing all these things like "you have to have been seen" or "its bad to send unsolicited mail". is this true? i know some actors and i was told that that is what you do, you send things out. many actors do "get seen", but do you have to be seen to be considered? thanks!

    First of all, contact the agency and ask if they are accepting submissions. If they are, fine; if not, ask if they know when they might. If you send it unsolicited, there's a good chance it'll get tossed.

    The cover letter should be very short; hello, I have been performing for x amount of years, and am seeking representation with your agency.
