What is the current situation of the flood in Istanbul? How long will it expected to resume normal?

As of now, there is no more flooding despite the prediction of more rain. The government has promised money for the clean-up of mud and damaged vehicles cluttering the roadways, but that will take much time and organization. Some people are still stranded on what they are now calling their little islands.

At least one road, through Aksaray, to the airport is open.

Normal is a state of mind, not necessarily reality.

Knowing the Turks who work 12 hour days. I can assure you that Istanbul will be returning to normalcy in the next few days if it hasn't done so already.
