I have never heard of a collector coming to ones home or work site. Are you talking about a process server who came to give her a summons to a court hearing? Who is the debt collector, just curious.

Payday loan collectors often threaten to show up at your home or job. It is really unlikely that a collector would take the time to physically come collect on a debt. Collectors have quotas and they can't dial for dollars if they are driving around to knock on doors. It's likely just an idle threat to scare your sister to pay.

Legally, yes, if done during normal business hours.

However, most employers will not allow anyone onto their premises for this purpose, so most likely it is only a threat.

However the rules are very strict about what they may and may not do to collect a debt, and they often break them. First, a collector may contact you, or your relatives or employer in an attempt to collect a debt. (They call relatives and employers to technically locate you, but use it as a ruse to embarass you by telling them they are attempting to locate you in regard to pay an overdue debt.)

You can stop that, and their attempts to call or visit you very simply.

you need the company name and address of the collection agency. (Just tell them you are sending a check as soon as possible, and to whom should it be mailed and where).

Them write them exactly the following:

THIS IS TO SERVE NOTICE THAT IN YOUR ATTEMPT TO COLLECT A DEBT IN THE AMOUNT OF ___ FROM (your name), YOUR FILE NUMBER _____, THAT I HEREBY REQUIRE YOU TO CEASE ANY AND ALL PHONE CALLS AND OR VISITS TO ME, MY RELATIVES FRIENDS OR EMPLOYER. ALL CORRESPONDENCE HENCEFORTH MUST BE MADE IN WRITING AT THE ADDRESS LISTED BELOW.

FAILURE TO ABIDE BY THIS REQUEST WILL RESULT IN IMMEDIATE REPORTING TO THE STATE CONSUMER PROTECTION AGENCY, AND THE FEDERAL CONSUMER PROTECTION AGENCY.

Then send it certified mail, return receipt requested.

Under law, they are still entitled to contact you one last time by phone. After you have received the return receipt, inform the caller that you have notified the agency to cease all personal and phone contact, and that this is the last legal contact that they may make.

    good luck.

Yes. They can attempt to collect at your place of employment and your home. You can tell them to cease and desist and they must do so. If you choose to do that, do it verbally and follow it up in writing.

once. the owner tells them to leave the property and never return; if they do return, it is trespassing

and the police may and should be called.
