I check where's my refund site today and i got this message<What does it mean and where do i go from here.?
There is a delay in processing your refund. This is related to an outstanding tax liability on another account. For more information, please continue. I also have 1341 CODE, the return is for Tax Period Ending:December 31, 2009

It says there is a delay.
It also says that you owe on another tax year (or on a business account), so the refund will first be applied to that debt. If there is money left over, it will be refunded to you.

so, you filed your 2009 return late? this just means they are still processing your return and do not have a decision at this time
you apparently owe money from another year or something that is pending
