ISRAEL - How to find?

Depressed old woman need very soon a person to help her, to be with her most of the time or to live at her house.

A person told to contact office in Israel because they have a Philippines girls workers whom are doing that kind of work and you don't need to pay much.

What office to contact and how much its need to pay?
