Why NATO hit the Libyan water supply?
Since when is a water pipes factory in al-Brega a legitimate target to impose a no-fly zone to protect civilians? Since when is the water supply pipeline itself a legitimate target?
Who said that there's a declaration of War in Libya? Now its clear something is terribly wrong with your mindsets, no wonder America goes down quite fast.

current war strategy is not on mass killing but destroying war infrastructure .
i.e material destruction but not mass destruction
water, air water ,power supply fuel supply food supply lines are the critical targets in war

This American agrees with you. Basic services such as water, sewer, food, medical aid should not be disrupted. We want to help the general population, not hurt them. Military targets are what NATO should be hunting.
The only case for total destruction of the enemy would be, I believe, when your survival is threatened.
