    At this stage they are backing off from acting against Syria apart from politically.

    The way I read the report there is no mention of hired terrorists, perhaps you should re read it instead of jumping to an erroneous assumption.

    They are formulating an attack with boots on the ground under a humanitarian charade.

    A terrorist is a person who can also be called a freedom fighter.

    A mercenary is a paid thug.
