A Thought becomes a crime the instant and for the duration it supersedes the legal-fiction model known as "the reasonable mind". Whether you touch a heated knife to bare skin as "Natives" do or use an electrode to gauge "galvanic response" as Nancy Grace prefers, "Thought Policing" is, and always has been, a common practice throughout the worlds of Civilized Societies everywhere. How else are you gonna Protect Civilization if not by Divination? Certainly it would be absurd to reason that a guilty mind would freely and openly make its plans and purposes public knowledge!
