how do I go about selling locally with using ebay/amazon?
I wanna advertise locally but I want drop the prices if people by it local how can I make it fair? How can they pay discount price?

The most correct thing would be to adjust the shipping and handling depending on their distance. I really don't know that these marketplaces accommodate this. (try searching for references to special international shipping cases, your locals would be the opposite)
Any other discounts would probably have to be handled outside of the system, like providing a discount coupon in the package to locals, probably can't offer such discounts in the catalog page, these sites want to keep thins simple and universal.

If you are selling items in Ebay, you should buy your products in bulk/wholesale to be able to get a discount then you can sell it in retail less or similar to what's the price is locally. I think most online sellers do this. You can promote your page then for more sales.
