Is this really how to draw a Mobius strip?

It depends what you mean by "really" @_@...
The Moebius strip cannot _actually_ be drawn on a piece of paper in the same way a cube cannot be drawn on a piece of paper. However, what he has drawn is the true "shadow" of the Moebius strip (in the same way we are able to draw an isometric view of a cube).
It's not the best drawing, though. If you are adept at shading, you could probably give a better feel for the object being in 3D...
