Royalty "in exile" by definition connotes a certain mobility, but as he's not ethnically Roma/Sinti nor of the "Irish traveller" caste, he's not really a "gypsy".

He could be seen as 'a traveller', given his movements before his marriage, but there is NO gypsy in his background. A true Gypsy is a race.

He didn't have a permanent home and was shuttled from one relative to another so, in that sense, yes, he was a gypsy, the only difference being that he was a penniless one!

Philip is not Gypsy. He did have to move around Europe after his family was deposed and sent away from Greece. He lived in France, Germany, England, back to Germany for school, then back to England when the school was forced to move out of Germany because of Hitler. If you mean, was Philip living a gypsy-like existence, being a bit nomadic, to an extent, he was. Philip moved to where his family members were---and finally settled in the UK, with British family members.
But, Philip is not of Romani heritage, being Danish, German, English, Russian.

As it happens, he wasn't, but, what difference would it make if he was?
