If intelligence is environmental and that explains why blacks all over the world have lower average IQ, why do Mongolians have high IQ?

I'll tell you why, right after you justify posting this bogus question anonymously. If you don't respond at all, we'll just assume that you're merely one more anonymous bigot-troll. Fair enough?

It's genetic. To say otherwise is not for scientific reason but for political correctness. Even prominent scientist James Watson has stated that blacks are genetically less intelligent. We've already detected intelligence genes. This may be a hard pill to swallow for some but it is what it is. Mongolians have superior intelligence genes that makes them smarter regardless of environment.

A lot of the reason that certain individuals have low IQs is due to environment, not race. Some nationalities and cultures have higher IQs because they have stable families, good role models, a belief that you must be responsible, strong desires to be educated and successful, etc. Note that none of these attributes have anything to do with poverty. That is why East Asians and Ashkenazic Jews tend to have high IQs.
