Some scientists have suggested that Neanderthals might have been more intelligent or at least as intelligent as present day humans but lacked one crucial aspect in their make-up, the ability to quickly communicate to one and other and adapt to new idea's.

In order to clone a neanderthal, you'd first need one. As they aren't around anymore you cannot do this.
