Why Western countries dont return the favor to Saudis?

Western countries a r se-kiss Saudi Arabia.

It because we know Saudi harbours terrorists but because we want to sell arms to them, we largely ignore it and certainly don’t confront them on it.

These things are all worked out in international negotiations among the leaders of the countries. In the US, the consideration is whether people from a country tend to come and overstay their visas.

Saudi Arabia, up until recently had very close borders with other Countries. In order to attract Tourism and Investors, the government implemented the Visa on Arrival programme. This programme, which is very common in Asia, removed all the bureaucracy from the old procedures. However, that does not mean that all countries can implement this system. In Europe for example most Countries are restricted due too EU Regulations.This is not directed to Saudis but to everyone outside the EU.
