When people mention Portland in the media are they talking about Oregon or Maine?

I'm sure there's many cities called Portland, but those are the 2 largest I can think of.

    Right now it's Oregon where the protests are going on.  Oregon's Portland is bigger and more famous than Maine's Portland.
