Is this really the title match-ups for the Royal Rumble?
Based on last week's shows, we are looking at Adam Pearce as the challenger for the Universal Title and Bill Goldberg as the challenger for the WWE title. (That last might be scratched in Drew McIntyre is still in quarantine for the Rumble.) Given the regular talents on the shows, how can this be "good for business"?
Well closest to guessing that there would be at least one swerve to get a real contender into at least one of two matches.
Going with old names rather than promoting young talent is what ultimately killed TNA and WCW. Given how much Goldberg's last couple of matches have been panned, if WWE is planning on giving Goldberg another title run, the folks at AEW are very, very happy.

It’s looking like it, I guess the rumble match better really deliver.
Those matches could change though, maybe shinske nakamora gets added to the universal championship match, he was kind of screwed and Adam Pearce didn’t seem to want to be In That gauntlet.

Lmao yeah its two 5 minute matches. (If we're lucky to even get 5 minutes, maybe two 3 minute matches.)
I think its because the rumble matches are so long they wanted squashes and sprints for the 1v1 matches.

WWE is playing around with other Championship Match-ups for other Shows, but the matches you cite are the matches WWE is projecting. You're asking how is this good for business? I think WWE is banking on the fact that this Show takes place The Week Before The Super Bowl.

Goldberg still draws more viewers and therefore cash than most of the current roster, so it is good for business. If he helps drew draw more money it's even better for business

As long as they keep Randy "Dead-Wood" Orton out of the Title picture I'm ok with it.
