only high on windshield wipers?
2012 chevy colarado. i only have high which is a pain in the butt and annoying.
what could be wrong

Probably the wiper motor. I'm pretty sure the resistors for the speed control re part of the motor.

Check for low side power in the motor connection with a test light with the switch on low power. Low power is good , the motor is bad.
