Does it mean anything when a guy congratulations you?
This guy helped me with something and when I told him my results, he texted me “congratulations!!” with the echo effect. Does that mean anything?

Yes, it means he was congratulating you. Why do you seem to imagine that it has to mean anything more than that? Are you hoping that he likes you romantically? If so, don't look for signs or "meanings", just let him know that you're interested and see if it goes anywhere.
