What is the best wash to get old water-proofing stain off a deck?
One that I can DIY or that I can buy?
I once bought one that didn't work at all and I have no access to a pressure washer.

There are several ways to clean stains off a deck, depending on the type of stain and existing finish.
There is NO SUCH THING as a waterproofing stain.

No deck stain is waterproofing. Water Lox is as close as it gets. Nothing needs to be removed. Just stain the deck EVERY SPRING with a water based deck stain. Use a sponge mop and a roller paint pan. Do it fast and throw it all away. Maybe you need to remove and remount all the deck boards just once. Both sides need to be stained and tree ring ends need to be concave down. New 3 1/8" Torx screws. Fast and easy.

If it is a wood deck, you are not going to pressure wash. Usually WP stain is not going to come off. You can only paint it with the same stuff or resheet the deck.
. The waterproofing is PROBABLY SILICONE so the only thing to take that off is silicone remover. For the cost of that stuff @$40.00 I would be more apt to get a couple sheets of plywood G1S and put a layer on the deck so now you got new wood to paint.

TC us right, stain works into the wood. Some detergents with a pressure washer can get some out, but not all. Sanding can also get down enough to remove the stained fibers, but it is a lot of work. The stains that also cover are going to be your best bet after getting all the loose crap off and such.

you can rent a pressure washer at your local home improvement store or else the local equipment rental place. and, frankly, nothing less is going to accomplish much. -- grampa

There really is no good way.
A stain is meant to penetrate wood. To effectively remove it you would need to sandblast which would destroy the surface of the wood ....then belt sand it to get a decent finish.
You could sand it, but that would take a ton of work. Pressure washing may work, but its unlikely you would be able to remove all the stain ...again lots of work.Not knowing the deck or the shape you may consider flipping the boards.... most likely it is not stained underneath.Or just get a solid color stain and go over the deck with a color you like.
