How am I supposed to know if I'm ugly or hot if some girls are nice to me but some are mean to me?

Look at yourself in the mirror.  Do you have cute/hot features, a heart shaped or chiseled face, high cheekbones?  A full mouth?  A straight nose?  Big eyes?  Do you attract a lot of hot girls who look like models?  Do you find that people’s heads turn when you walk around in public and everyone compliments you on your beauty?  If so, then yes, you’re hot.  But your looks won’t appeal to everybody and nor will your personality; so enjoy your youth and beauty but never assume you’re superior or irresistible to anyone.  

If they’re hot, then you are too. If their average or below then probably you are too.

You are obviously very young. That's OK: you'll grow out of it. But older men know that it's possible to be both "ugly" AND "hot". The question is, can you make them laugh? It seems you can. Then your chances are good.

Honestly I'm wondering the same thing about me, I never get complements but on the rare occasion I do its usually by people who are my close friends. I personally have just learned that confidence is key and can turn any person from a 2 to a 10 [even if its fake confidence]. Dont change yourself for anyone and try to ignore the girls that hate you, they are probably just jelous of something that you have that they lack.
