Can this sort of system be actually built?

In the movie Fast and Furious 7, a scanning and locating device known as God's Eye was used to locate anyone wanted.

In reality, can such a system be created? Can all the systems in the world be used to track down a person?

    Sure,  just place  GPS on them with a broadcasting system like a phone.

    But a Tinfoil Hat would prevent the device from finding you... especially with copper MAGA letters on it.
