There's multiple hurdles here that would make it difficult to make it a reality.

The first massive hurdle would be Apple themselves, since they own the IP rights to the PC.  While the patents on the original Apple II series (II, IIe, IIgs, ect.) have expired, the brand that you would marketing on would have to get Apple on board.  Considering that Apple has strict control over virtually everything that has their name, they would have to handle the launch exclusively.

Second hurdle, which was mentioned above is WHICH VERSION of the PC would be used?  As there's multiple versions & revisions, it would be difficult to select ONE version of the PC that would appeal to everybody.  When I was growing up, all I knew was of the Apple IIe in Elementary School & wasn't aware of the IIgs (& Macs) until Junior High.  This can throw a monkey wrench into things as there's no hard standards.

Third would be the software, as many of the programs were done by third party.  MECC (Minnesota Educational Computer Consortium), Broderbund & The Learning Company...  All three companies have fallen before the turn of the millennium, their IP's were all taken over by Softkey, which was owned by Kevin O'Leary (noted venture capitalist in the TV series Shark Tank) & was known for computer shovelware, BEFORE taken over by Mattel.  This is just a quick & dirty history trail I've been able to do to find out who owns the rights to the educational games that many would recall from the platform.  Other games would require people (mostly lawyers & paralegals) to hunt down the rights holders to avoid getting hit with legal lawsuits.

This means that there would be thousands of dollars in licensing fees to deal with as well as having Tim Cook & company (from Apple) potentially breathing down your neck perpetually if they didn't take over the project completely.  It just too much for an outside party to properly product such a product.
