You are trolling.  You do not have any neighbors.  They all left the thief.

Best to take it from somebody else and to store it inside your neighbor's tank.  They do not need it if they leave their car at home when they go to work.

Call it a tax and it will be fine.

I had a friend who used to do that back in the 60s.  I have a better class of friends now.
