Its very possible, however the risk is major especially if the tracking device operates in dual mode (real time & data) and will eventually be subjected to data retrieval. Watch out...

Yes it is very easy. It is so easy that it is almost a joke that they use those things. All you have to do is alert the cops that it is on by sending ghost signals from a digital frequency generator with a TTP oscillator circuit programmed preferably in J2EE executable

Given the time, skills and knowledge, anything is possible, the probability of succeeding, low.
I do not suggest any one try that as it is against the law and all sorts of violations that will put you in prison.
