How do you feel a pelvic bone on a budgie?

I heard it helps indicate if its a male or female? This question sounds weird? I know! Lol. So my question is we're exactly is the pelvic bone on a bird? It is something I can keep for on my own? Should I have the sales person do it? I also have to ask him to blow on the vent (exit hole) to see if it turns red. Lol I won't be able to keep a straight face.

    Someone is majorly pulling your leg. You look at the cere of the budgie, the fleshy part on the beak with the nostrils. If it is blue it is male, and brown is female. And blow on the vent? I have been working with budgies my whole life and have never heard of this. What did they say this would indicate?
