What is "cutting" of heroine using ether?
First, I am not very familiar with drugs or how it all works.
I rewatched the movie Bad Boys, and the plot involved the bad guys trying to sell stolen heroine (or cocaine?) but they first try to use ether to enhance it- one of the main characters claim it quadruples its value, and hence presumably enhance its quality when consumed.
Was this what they referred to when they state "cut" during dialogue? How does the process work? How does ether make the drug better?

It was cocaine, Ether is used to concentrate(purify) the cocaine in a process known as free basing. I don't know that it necessarily increases the value. To "cut" a drug is to mix it with other cheaper ingredients in order to make more money selling it. Purifying the cut drug undoes this process. It produces a smaller quantity of a more pure product.
