What is Robert Frost saying in his poem "Mending Wall" and does it pertain to immigration?

Frost 'a poem has nothing to do with immigration or the need to secure the border. It is about neighbors sharing the work of repairing the walls between their fields every spring before planting time. While they work together, they shsre news of their families.
