Will Saudi Labor office prefer new visa for a new person to come in Saudi Arabia, OR let a company hire someone with local transfer.?
If a company has got issued many new visa's and still ask Labor office to let them get an employee be locally transferred... Can Labor office refuse to local transfer as a new visa has been issued to the company already?.

Depending on seize of the company and category, a certain amount of work permits can be applied for. Is this quota reached, no new permits will be issued. Regardless if applied for a new on or local transfer.

If that is the case you should report that company to labor so they have no choice but to play by the rules and be fair to their employees.
It is well known a good number of those companies exceeding their quota is not because of their "amazing business" rather they sell some of their visas to their country men seeking "azad" visas and take advantage of them when they should have provided them with a job to go along with the visa , instead of visa on paper only, and those people have to work illegally or sleep under the bridge washing cars etc.
