HMRC say our spouse can give us their tax allowance?

Update:

My wife lives with me in UK permanently, is a foreign National, but has a UK National Insurance Number but has no Tax Reference Code as she has never worked from day one, will she still be able to pass on her unearned tax allowance to me?, (worth about £200 per year) I work full time within the permitted earnings threshold.

    Nope - without a National Insurance Number nothing transfers.

    Are you saying you earn less than the personal allowance? If so there is no value in a transfer (if permitted)
