I think you're misinterpreting the situation completely.

First ... a popular vote does not work for a country made of of 50 wildly different states with completely different cultures. The Electoral College exists to prevent a few population centers from simply running roughshod over the rest of us.

Second, I don't think you understand what Trump has done to Pelosi here. He made a three week deal. I don't know what you think Pelosi accomplished, but the truth is ... she accomplished NOTHING.

You see, this makes HIM look like the one who's willing to compromise and be reasonable. Now, in a mere three weeks, WHEN (not if) the government shuts down AGAIN, the onus will be on Pelosi to compromise. If she doesn't, SHE will look like the unreasonable one.

Trump gave a little now to get a lot more in the future.

I would think even Pelosi sees this as his strategy. The problem is, there's nothing she can DO about it.
