Poor phrasing by Trump. He was talking about how the Left is trying to railroad him on a phony charge of violating the emoluments clause.
Listen to the quote in the full context and you'll realize he just phrased it very poorly.

Trump has the right to express his opinion of a clause in the Constitution. He doesn't have the right to break the law at will.
