Would the Freedom of Information act apply on my Discord server?

I have a Discord server that's meant for emergency calls. I hire "operators" to go into channels when somebody goes in and say "Emergency Service, what is your emergency?". They can then summon the nearest police, fire, or EMS to them through Google Maps or Bing Maps. It has video capability, so the operator can see the person who needs help. My question, however, is would the Freedom of Information act apply to my Discord server? If people request call recordings, do I have to give them.

    FOIA applies to public agencies, so no.
