How much time would pass until a person within the boundaries of the state of Nevada who takes their cell phone with them on their travel to the state of California could do so without getting the emergency alert on their cell phone (which has emergency alerts turned on)?

I have a Discord server that's meant for emergency calls. I hire "operators" to go into channels when somebody goes in and say "Emergency Service, what is your emergency?". They can then summon the nearest police, fire, or EMS to them through Google Maps or Bing Maps. It has video capability, so the operator can see the person who needs help. My question, however, is would the Freedom of Information act apply to my Discord server? If people request call recordings, do I have to give them.

Like, if its a show, what episode? If you're unsure, just say the show. If it was live acting, like on Broadway (for example), what was the play/musical? What channel was it on?
So yeah, basically what I am saying is what I recommend your answers should look like for better communication.
Example: My favorite show was Spongebob Squarepants. It is on Nickelodeon. My favorite episode was "Frankendoodle".
My example was only three sentences, you can add more if you'd like of course. But just to put it into perspective of what your answers should basically look like.
