That is not adequate description of the problem. This could be a wound, bite mark, cut, bot fly hole, or other thing. Any of these may be treated differently. If it is a bot fly hole, the worm needs to be removed.

Take the dog to the vet for the best results. Even a vet could not treat this condition without seeing the animal.

NO.  The wound needs to be stitched up by a Vet.  Neosporin is good for small cuts & scratches but not for deep wounds.  You need to get the dog in  to see a Vet asap.  The longer you leave it as an open wound the more chances of an infection setting in.  You need a Vet NOW.

FYI-It is against the law to not take a sick or wounded dog in to see a Vet.

If a dog has an injury (and you have a large and/or deep area without skin) = no, neosporin is inadequate (it is only for superficial cuts) and the injured dog will need stitches to close it up, and antibiotics to prevent infection.  Neosporin is also not safe for dogs - if licked off.
