Why isn't windows 10 allowing me to enable HDR?

My TV supports HDR10 and the HDR switch shows up in the display settings but it won't turn on? It turns on for a second then reverts back. Why is this happening?

Update:

I managed to enable HDR on my display after some fiddling around. I could only get HDR at 30hz but I managed to get at 60hz thankfully.

The hardware in your computer/laptop is not able to support that mode.  Just because the option is there in the software does not mean that your hardware can support it.
