In a SONA should the president?
talk about the state of the nation as it is, or try to present his/her accomplishments during the past year (if any)?

It will be good if someone died while delivering his/her SONA's speech.

SONA, or State of the Nation Address, is the speech in which our president talks about -- ahm??? -- the state of the nation. The president will also boast of her accomplishments, and her plans for this country.
I think what you are asking is if we are going to have our own SONA, what are we going to say? Is that it?
I'll say that Philippines is going down, except on boxing, corruption, pollution, Internet usage, the new7wonders poll, the number of protestors, market prices and gas prices.
The state of the nation is sick. We are infected with H1N1, and we are not able to contain it, unlike on other countries where nly few cases have been reported. If corruption is a fever, Philippines' body temperature is 47 degrees! If poverty is a skin rash, then Philippines will have no skin at all.
There are many improvements in this country, but to compare it with the number of disadvancements.. we are down.

On a legal perspective, she can babble about anything. The constitution doesn't state any subject for the State of the Nation Address.

Well the question is the answer itself. It talks about the State of the nation.
They can also say some accomplishments though if it affects the state of their current country.

NO...she shouldn't even say anything at all coz it's not worth it...it's not a big deal...anu bang maganda sa SONA?...but if she will announce her resignation before the next election, that'd be interesting to hear..hahar...SONA matapos na ang lahat...
