Could someone explain to me the last part of the sentence もいなくもない?
Does it mean there are no cases where nobody gets angry?(aka: there are definitely some people who will get mad and have the thought quoted in the sentence)

It means there are also a few people who get mad.
We use this 'double negative" way when we show some hesitancy and/or avoid affirmative sentence.
Whenever you see the negatives (-nai), it denies; if you see it twice, it means double denial, which makes the sentence "affirmative" (but more passive).
