Why do some portable radios have only MONO output with headset?

Is there some practical reason to it or just because it cost cheaper to manufacture?

    Because they are cheap.

    To support headphones, it would require a stereo decoder, stereo audio controls, and stereo amplifier.

    Yes 'mono' will certainly be a bit less cost to produce - and also if you are trying to receive a distant VHF/FM radio station then the low signal would not be enough to produce a 'noise-free' stereo audio output into your little ears!!! Mono however would probably be fairly clear.
