Is filing an IC3 complaint or FBI tips exclusive only to US residents?

I'm a Canadian citizen at home, and my home Internet connection has lately been targeted for a DDoS attack. The motive is ridiculous. It's a bunch of skiddies playing in an online game server. The competitive nature of this game, combined with their access to IP acquisition and DDoS tools, has led them to start knocking anyone they don't like off the internet. I've seen many people in that game server suddenly disconnect, then return accusing the same people for DDoS.

If it's just a single incident, I wouldn't have thought about legit reporting it to the authorities. But now, there are multiple people, probably a two-digit number, whose connections are frequently under attack.

As someone in Canada, am I still able to report this to the IC3 or the FBI?

    talk with your internet provider, be sure your own computer(s) is protected, change providers as needed.
