In the movie A Few Good Men, how would Ross arrest Kendrick?
At the end of the movie Cpt Ross (played by Kevin Bacon) states to the main character as he leaves the scene that he has to go arrest another character, who was based in Cuba.
This is of course a fictional movie, but how exactly would this procedure work out in a actual, real life case scenario? Would he have to file an arrest warrant and have it faxed over to Gitmo, and the MPs there take care of it, or would he have to physically fly over there and perform the arrest himself? What are the specific regulations dealing with this type of situation?

Probably file a warrant and send it to Gitmo unless Kendrick was still in the vicinity.
